                  PRESIDENT CLINTON NAMES ROBERT L. BAXTER 
         AS MEMBER OF THE ADVISORY COMMITTEE TO THE PRESIDENT'S 
            COMMISSION ON CRITICAL INFRASTRUCTURE PROTECTION

The President today announced his intent to appoint Robert L. Baxter as Member of the Advisory Committee to the President's Commission on Critical Infrastructure Protection.

Mr. Robert L. Baxter, of Berkeley, California, is a Senior Vice President with the Bechtel Group, Inc. and President of the Bechtel Civil Company (BCIV). Headquartered in San Francisco, he is responsible for BCIV's market sectors, which include: aviation, rail and transit, highways, ports, buildings and urban development, hydro facilities, and water/wastewater. He is currently on the Board of Directors of United Infrastructure Corporation, a Bechtel Kiewit development company, and on steering committees for both the International Water Limited and U.S. Water companies. He is also a member of the Bechtel Group's Operating Committee. He was instrumental in the formation of Airports Group International, a company that specializes in the development of privatized aviation facilities worldwide. He is a member of numerous airline industry professional associations, including the Airport Research and Development Board.

Mr. Baxter received a Bachelor of Arts degree in Government from Sacramento State College.

The President's Commission on Critical Infrastructure Protection was established in July 1996, to examine both physical and electronic (cyber) threats to eight key U.S. infrastructures (energy, telecommunications, banking and finance, transportation, gas and oil storage, water supply systems, government services and emergency services). The Commission will develop a comprehensive national strategy for infrastructure assurance. The Advisory Committee, which is made up of infrastructure industry executives and private-sector leaders, will advise and support the Commission.
