          PRESIDENT CLINTON NAMES FRED P. DUVAL AS A MEMBER OF
                       THE BOARD OF DIRECTORS OF
                     THE INTER-AMERICAN FOUNDATION

      President Clinton today announced the recess appointment of Fred

P. DuVal to serve as a Member of the Board of Directors of the Inter-American Foundation.

Mr. Fred P. DuVal, of Phoenix, Arizona, is currently the Senior Managing Director at Hill & Knowlton where he specializes in public affairs and government relations. From 1997 to 1999, he served as Deputy Assistant to the President for Intergovernmental Affairs at the White House. In this role, he served as the White House Liaison to the 50 state governors and other elected officials, as Co-Chair of the White House Interagency Task Force on Puerto Rico and Chair of the Federal Virgin Islands Task Force, and coordinated the intergovernmental activity of twenty-five federal agencies. From 1993-1996, he was Deputy Chief of Protocol at the State Department and hosted hundreds of foreign leaders' visits to the United States. Mr. DuVal was a partner with the Phoenix government relations firm of Robb, DuVal and DeMenna from 1991-1993 and previously was with the firm of Heron, Burchette, Ruckert and Rothwell. He served as a Trustee of Prescott College, the National Advisory Board of the Udall Center for Public Policy at the University of Arizona, the Phoenix Council on Foreign Relations, and on the Board of Directors of the Desert Botanical Garden.

Mr. DuVal received a B.A. from Occidental College and a J.D. from Arizona State University.

The Inter-American Foundation (IAF) is an independent agency established in 1969 to cooperate with private, regional and international organizations in order to strengthen the bonds of friendship and understanding among people of Latin America and the Caribbean.
