             PRESIDENT CLINTON DECLARES AN EMERGENCY EXISTS
                        IN THE STATE OF NEW YORK

     President Clinton today declared an emergency exists in the State

of New York and ordered Federal aid to supplement state and local recovery efforts in the area struck by near record snow on November 19-21, 2000.

The President's action makes Federal funding available to affected local governments in the counties of Cattaraugus, Chautauqua and Erie.

FEMA intends to provide assistance for emergency protective measures undertaken to save lives, protect public health and safety, and property. The assistance will be provided for a period of 48 hours.

James L. Witt, Director of the Federal Emergency Management Agency (FEMA), named Peter Martinasco of FEMA's regional office in New York to coordinate Federal recovery operations in the affected area.
