                PRESIDENT CLINTON NOMINATES MELVIN C. HALL
                           TO THE FEDERAL BENCH

     The President today nominated Melvin C. Hall to the U.S. District

Court for the Western District of Oklahoma.

Melvin C. Hall, of Norman, Oklahoma, joined the law firm of Riggs, Abney, Neal, Turpen, Orbison & Lewis as an associate in 1988 and has been a partner and shareholder with the firm since 1992. Prior to joining his current law firm, Hall served as Enforcement Supervisor for Oklahoma's Equal Employment Opportunity Commission in 1987; as Executive Director of the Oklahoma Human Rights Commission (1983-1987); as an Assistant District Attorney for the Cleveland County District Attorney's Office (1981-1983); and as Director of the Dispute Mediation Program for the Cleveland County District Attorney's Office (1981-1983). Hall received his B.A. degree from Langston University in 1978 and his J.D. degree from University of Oklahoma College of Law in 1981.
