     PRESIDENT CLINTON NAMES SOY WILLIAMS TO THE ARCHITECTURAL AND
                TRANSPORTATION BARRIERS COMPLIANCE BOARD

The President today announced his intent to appoint Soy Williams to serve as a member of the Architectural and Transportation Barriers Compliance Board.

Ms. Soy Williams, of Hume, Virginia, is the Government Relations Director of the International Code Council, Inc. (ICC), whose primary mission is to promulgate a single set of comprehensive and coordinated model building codes for the United States and beyond. Ms. Williams has served as staff to organizations and government agencies overseeing laws for disability rights, where her primary accomplishments were in the areas of building codes, standards, and regulations. She was instrumental in developing policies and strategies to influence the recommendations of Federal Advisory Committees for the purpose of revising the Americans with Disabilities Act Accessibility Guidelines.

Ms. Williams received her Architecture degree from the University of California at Berkeley.

The Architectural and Transportation Barriers Compliance Board (Access Board) is a Federal Regulatory agency with a governing board of 25 members. The Access Board establishes minimum guidelines for accessibility under the Architectural Barriers Act of 1968, the Americans with Disabilities Act, telecommunications and customer premises equipment under the Telecommunications Act of 1996, and also provides technical assistance on architectural, transportation, and communications access.
