PRESIDENT NAMES RANDOLPH D. MOSS AS ASSISTANT ATTORNEY GENERAL FOR THE

OFFICE OF LEGAL COUNSEL AT THE DEPARTMENT OF JUSTICE

The President today recess appointed Randolph D. Moss to serve as Assistant Attorney General for the Office of Legal Counsel at the Department of Justice.

Mr. Randolph D. Moss, of Bethesda, Maryland, has served as Acting Assistant Attorney General for the Office of Legal Counsel since July 1998. From 1996-1998, he served as Deputy Assistant Attorney General in the Office of Legal Counsel. He was with the firm of Wilmer, Cutler & Pickering from 1989 to 1996 and became a partner in 1994. His practice included administrative law, complex civil litigation, antitrust, and constitutional law. He was a law clerk to U.S. Supreme Court Justice John Paul Stevens from 1988-1989 and a law clerk to Judge Pierre N. Leval, then of the U.S. District Court for the Southern District of New York, from 1986-1987.

Mr. Moss received an A.B. degree from Hamilton College and a J.D. degree from Yale Law School.

The Office of Legal Counsel assists the Attorney General in her function as legal advisor to the President and all the executive branch agencies. The Office provides legal opinions and advice to the Attorney General, the Counsel to the President, the various agencies of the executive branch, and offices within the Justice Department. The Office also is responsible for providing legal advice to the executive branch on questions of constitutional law and reviews Executive Orders for legality.
