           PRESIDENT CLINTON NAMES FRANCISCO J. SANCHEZ AS 
     ASSISTANT SECRETARY FOR AVIATION AND INTERNATIONAL AFFAIRS,
                  U.S. DEPARTMENT OF TRANSPORTATION

     The President today announced his intent to nominate Francisco J.

Sanchez to serve as Assistant Secretary for Aviation and International Affairs, U.S. Department of Transportation.

Mr. Francisco J. Sanchez, of Tampa, Florida, currently serves as Special Assistant to the President and Chief of Staff to the Office of the Special Envoy to the Americas at the White House. From 1993 to 1999, Mr. Sanchez was a senior consultant for Conflict Management, Inc. and managing director of CMI International Group, an international consulting firm specializing in interest based negotiation strategy, relationship management, mediation and conflict resolution. From 1987 to 1992, Mr. Sanchez was an associate attorney at Steel Hector & Davis; a Florida law firm. From 1984 to 1987, Mr. Sanchez served as the chief assistant to the Lieutenant Governor of Florida.

Mr. Sanchez received a B.A. at Florida State University, a J.D. at Florida State University and an M.A. at Harvard University, John F. Kennedy School of Government.

The Assistant Secretary for Aviation and International Affairs at the U.S. Department of Transportation is responsible to the Secretary for analysis, development, articulation, and review of policies and plans for aviation and international transportation.
