PRESIDENT CLINTON NAMES FOURTEEN MEMBERS TO THE ADVISORY COMMITTEE ON
EXPANDING TRAINING OPPORTUNITIES
The President today announced his intent to appoint fourteen members to serve on the Advisory Committee on Expanding Training Opportunities.
Ms. Christine Hemrick, of Palo Alto, California, who will serve as a co-chair of the Committee, is currently the Vice President for Strategic Technology Policy in the Office of the Chief Strategy Officer at Cisco Systems, Inc. She joined Cisco Systems in January 1991, and has held a number of positions there including Director of Cisco IOS Marketing and Vice President and General Manager of the Internet Appliances and Applications Business Unit. Ms. Hemrick is a member of the Board of Directors of the Cisco Learning Institute. She is also a member of the Technological Advisory Council to the U.S. Federal Communications Commission (FCC), and serves on the Advisory Board of the San Francisco Women's Technology Cluster. Ms. Hemrick received a B.S. degree in Mathematics from North Carolina State University.
Ms. Hilary C. Pennington, of Belmont, Massachusetts, who will serve as a co-chair of the Committee, is the President of Jobs for the Future, Inc., a nationally recognized workforce development organization whose clients include the Federal government and twenty-five state governments. She was a principal advisor of the School-to-Work Opportunities Act of 1994, and now serves on the National Advisory Committee on School-to-Work Opportunities. She has also conducted comparative studies of workforce development systems in Europe and South Africa. Ms. Pennington received a B.A. degree from Yale University and a M.P.P.M. degree from the Yale School of Organization and Management.
Mr. Clarence E. Anthony, of South Bay, Florida, has served as Mayor of South Bay since 1984. He is currently serving as President of the National League of Cities, and is only the second municipal leader from a small city to head the organization. He is President of Emerge Consulting Corporation. Mr. Anthony received a B.A. degree and a M.A. degree in public administration from Florida Atlantic University.
Mr. J. Paul Carey, of Sandy Spring, Maryland, has served as Executive Vice President of Sallie Mae, and President and Director of the Student Loan Marketing Association since 1997. Sallie Mae is the nation's leading provider of financial services for postsecondary education and the country's largest provider of funding for education loans. Mr. Carey was previously a partner at LCL, Ltd., a financial management consulting firm in Washington, D.C. He received a B.A. degree from Catholic University and a M.B.A. degree from the University of Maryland.
Dr. Anthony P. Carnevale, of Washington, D.C., is Vice President for Public Leadership at Educational Testing Service, the world's premier nonprofit educational measurement institution and a leader in educational research. President Clinton appointed him to serve as Chair of the National Commission for Employment Policy in 1993. Dr. Carnevale received a B.A. degree from Colby College and a Ph.D. degree in public finance and economics from the Maxwell School at Syracuse University.
Mr. Jerry J. Jasinowski, of Washington, D.C., has served as President of the National Association of Manufacturers since 1990. Previously, he served for ten years as the Association's Executive Vice President and Chief Economist. Mr. Jasinowski served as Assistant Secretary for Policy at the Department of Commerce during the Carter Administration. He serves on the board of directors for Phoenix Home Life and Harsco Corporation. In 1997, he was awarded the Anti-Defamation League's Person of the Year Award for his leadership role in advancing more inclusive policies for the workforce, including immigration. Mr. Jasinowski received a B.A. degree from Indiana University, a M.A. degree from Columbia University, and is a graduate of the Harvard Business School's Advanced Management Program.
Dr. Lawrence F. Katz, of Cambridge, Massachusetts, is Professor of Economics at Harvard University and a Research Associate of the National Bureau of Economic Research. His research focuses on issues in the general areas of labor economics and the economics of social problems, including the impact of globalization and technological change on the labor market. Dr. Katz is the editor of the Quarterly Journal of Economics, a position he has held since 1991. In addition, he served as Chief Economist at the Department of Labor from January 1993 to August 1994. Dr. Katz received a B.A. degree from the University of California at Berkeley and a Ph.D. degree in economics from the Massachusetts Institute of Technology. Dr. Katz was elected a fellow of the Econometric Society in 1993.
Ms. Greta Kotler, of Washington, D.C., currently serves as Vice President and General Manager for Knowledge and Information at ASTD. During 1999, she served as Interim President for ASTD. Prior to joining ASTD, she was Director of Training for the management development consulting firm of CRG and taught courses on organizational behavior, and marketing at George Washington University's School of Continuing Education. Ms. Kotler received a B.A. degree in international relations and a M.S. degree in curriculum and instruction from the University of Wisconsin at Madison.
Ms. Belkis Leong-Hong, of Gaithersburg, Maryland, is President of Knowledge Advantage, Inc., an information technology consulting firm. She served with the Department of Defense (DOD) from 1981-1999, rising to be the DOD's highest-ranking Asian American woman in the civil service. From 1998-1999, she was Principal Deputy Director and Chief Information Officer of the Defense Security Service and previously served as Deputy Assistant Secretary of Defense for Command Control Communications Computers and Intelligence (C3I) Plans and Resources from 1995 to 1999. She has served as President of Women in Technology and was a founder of the Asian American Government Executive Network. Ms. Leong-Hong received a B.A. degree from Hunter College and a M.P.A. degree from American University.
Dr. Lisa M. Lynch, of Cambridge, Massachusetts, is the William L. Clayton Professor of International Economic Affairs at the Fletcher School of Law and Diplomacy at Tufts University. Her current research focuses on the impact of training and workplace innovation on wages and productivity. She is a Research Associate at the National Bureau of Economic Research and Co-Editor of the Journal of Labor Economics. She has served on the Board of Senior Scholars of the Department of Education's National Center on the Educational Quality of the Workforce, the Expert Panel for the Department of Labor's Strategic Research Plan for the Workforce Investment Act, and the Academic Advisory Group for the Federal Reserve Bank of Boston. Dr. Lynch received a B.A. degree from Wellesley College and M.Sc. and Ph.D. degrees in economics from the London School of Economics.
Mr. Elliott Masie, of Saratoga Springs, New York, is an internationally recognized analyst, futurist, and speaker on the topics of technology, business, learning, and workplace productivity. He heads The MASIE Center, a think tank in Saratoga Springs focused on how organizations can absorb technology and create continuous learning within the workforce. He leads a consortium of Fortune 500 companies exploring the future of technology in the workplace and publishes TechLearn Trends. In addition, Mr. Masie serves as the Chairman of The World e-Learning Congress. He is the author of twelve books.
Mr. Stephen J. Rohleder, of Great Falls, Virginia, is the managing partner of Andersen Consulting's U.S. Government and Higher Education practice. Mr. Rohleder and his team work with public sector organizations focused on transformational change. His emphasis has been on the creation of eGovernment and its impact on human performance. As a proponent of innovative government procurement for improved services, streamlined operations and consolidated government services, Mr. Rohleder was recently selected into the Federal Computer Week's list of top 100 executives. He also serves on the board of the Systems Integration Division of the Information Technology Association of America, and is a member of the Business Executives for National Security.
Mr. Doug Ross, of West Bloomfield, Michigan, serves as the President of Labor Market Services, an Internet firm serving state labor markets, and he is a lecturer at the University of Michigan School of Public Policy. From 1993 to 1995, he was Assistant Secretary for Employment and Training at the United States Department of Labor. Previously, Mr. Ross served as the Director of the Michigan Department of Commerce from 1984-1989. He is a former Michigan State Senator. In 1988, he was named Michiganian of the Year by the Detroit News. Mr. Ross received a B.A. degree from the University of Michigan and a M.P.P. degree from Princeton University.
Dr. Jerry Sue Thornton, of Moreland Hills, Ohio, has served as President of Cuyahoga Community College, the largest community college in Ohio, since 1992. Previously, she served as Dean of Arts and Sciences at Triton College in River Grove, Illinois and the President of Lakewood Community College in White Bear Lake, Minnesota. Dr. Thornton serves on several not-for-profit boards including United Way Services, The Cleveland Foundation and the Rock and Roll Hall of Fame and Museum. She also serves on the following corporate boards: National City Bank, RPM, Inc. and Applied Industrial Technologies, Inc. She serves as co-chair for the City of Cleveland Empowerment Zone Citizens' Advisory Committee and the State of Ohio Governor's Workforce Policy Board (WEA). Dr. Thornton received B.A. and M.A. degrees from Murray State University in Kentucky and a Ph.D. degree from the University of Texas at Austin.
The Advisory Committee on Expanding Training Opportunities was established by Executive Order 13111 to provide the President with an independent assessment of how the federal government can encourage the effective use of learning technology to provide more accessible and cost-training for all Americans. It will study the progress made by the Federal government in its use of technology in training programs. The Committee will also provide an analysis of options for helping adult Americans finance the training and post-secondary education needed to upgrade skills and gain new knowledge, including grants, tax incentives, and low-interest loans. The Office of Personnel Management will support the Committee's activities.
