     STATEMENT BY THE VICE PRESIDENT ON EXECUTIVE ORDER INCREASING THE
            PROCUREMENT OPPORTUNITES FOR WOMEN OWNED BUSINESSES

     The President today signed an Executive Order reaffirming our

Administration?s commitment to meeting a five percent goal for Federal government procurement of goods and services from women-owned businesses.

Over the past three years the women's procurement goal has only increased by 1/10 of 1 percent and this year we project that number to increase only to 2.3 percent. The executive order signed today gives the more than 9.1 million women across this country with businesses the leverage they need to increase their procurement opportunities within the federal government.

Both the President and I recognize the enormous contribution that women-owned small businesses make to our economy and our communities. In my role as chair of the Community Empowerment Board, I have met with countless women entrepreneurs all over the country who are making a real difference in people's lives. Today, we see women at the top of all kinds of organizations and in all lines of work -- government, corporations, education, science and technology.

The issuance of this Executive Order during Small Business Week represents our Administration's strong commitment the women who own a business the tools they need to make their dreams a reality. I salute all entrepreneurs who are fulfilling their dreams and working to make a difference in their communities.
