         PRESIDENT CLINTON NAMES DON HARRELL AS A MEMBER OF THE
               FEDERAL RETIREMENT THRIFT INVESTMENT BOARD

     President Clinton today announced his intent to nominate Don Harrell

as Member of the Federal Retirement Thrift Investment Board.

Mr. Don Harrell, of New York, NY, is Executive Vice President of the Teachers Insurance and Annuity Association, College Retirement Equity Fund (TIAA-CREF), where he is responsible for external affairs. Mr. Harrell began his career on the faculty of the University of Houston, and served as a tenured professor of English until 1975. He then became the Administrative Assistant and Press Secretary to David Pryor while he was Governor of Arkansas and continued serving as his Administrative Assistant for ten years after his election to the U.S. Senate.

Mr. Harrell received a B.A. from Hendrix College, M.A. degrees from American University and George Washington University, and a Ph.D. from Vanderbilt University.

The Federal Retirement Thrift Investment Board is responsible for managing the Thrift Savings Fund, a special tax-deferred savings fund established by the Federal Employees' Retirement System Act of 1986.
