            PRESIDENT CLINTON NAMES CHARLES "CHUCK" YANCURA
                AS MEMBER OF THE ADVISORY COUNCIL OF THE
               BORDER ENVIRONMENT COOPERATION COMMISSION

     President Clinton today announced his intent to appoint Charles

"Chuck" Yancura as Member of the Advisory Council of the Border Environment Cooperation Commission (BECC).

Mr. Charles "Chuck" Yancura of Madison, Alabama, has been the mayor of Madison, Alabama since 1992 where he manages approximately 300 employees, and oversees an annual budget of approximately $24 million. From 1990 to 1992, Mr. Yancura was a Safety Engineer with United International Engineering, Inc. Prior to that, he was employed at Lockheed Martin as a Safety and Logistics Analyst where he developed logistics support analysis and determined optimum spares inventory level for the Hubble Space Telescope support equipment. Mr. Yancura spent 30 years in the United States Army, retiring as Chief Warrant Officer 4; serving in Germany, Korea and Greece. Mr. Yancura has been presented with an environmental award from the Sierra Club, and has recently begun working with the Huntsville/Madison Land Trust to preserve green space in Madison.

Mr. Yancura received Associates degrees from El Paso Community College and from Central Texas College and B.S. degrees from Columbia College and from the University of the State of New York.

The BECC was created to advise the Board of Directors of the Border Environment Cooperation Commission in its mission to preserve, protect and enhance the environment along the border region in order to advance the well-being of the people of the U.S. and Mexico.
