            PRESIDENT CLINTON NOMINATES MARY A. McLAUGHLIN AND
                  S. DAVID FINEMAN TO THE FEDERAL BENCH

     The President today nominated Mary A. McLaughlin to the U.S.

District Court for the Eastern District of Pennsylvania and S. David Fineman to the U.S. District Court for the Eastern District of Pennsylvania.

Mary A. McLaughlin, of Philadelphia, Pennsylvania, has been a partner at Dechert Price & Rhoads since 1988, and was an associate there from 1986 to 1988. Since joining the firm, McLaughlin has also served as Chief Counsel to the Senate Subcommittee on Terrorism, Technology, and Government Information (1995), and has worked as an Adjunct Professor at both Rutgers University School of Law (1989) and the University of Pennsylvania Law School (1988). McLaughlin previously served as an Assistant Professor of Law at Vanderbilt University School of Law from 1984 to 1986, and as an Assistant U.S. Attorney at the U.S. Attorney's Office in Washington, D.C. from 1980 to 1984. She was also an associate with Arnold & Porter from 1977 to 1980. McLaughlin received her B.A. degree, magna cum laude, from Gwynedd-Mercy College in 1968, her M.A. degree from Bryn Mawr College in 1969, and her J.D. degree, magna cum laude, from the University of Pennsylvania Law School in 1976. Following law school, McLaughlin clerked for the Honorable Stanley S. Brotman of the U.S. District Court for the District of New Jersey from 1976 to 1977.

S. David Fineman, of Merion, Pennsylvania, has been a partner at Fineman & Bach, P.C., and its predecessor firms since 1981. He has also served as a Governor of the U.S. Postal Service since 1995. Fineman previously was a partner at Fineman & Garfunkel from 1978 to 1981, and worked as a solo practitioner in Philadelphia, Pennsylvania, from 1972 to 1978. He was an Assistant Public Defender for the Defenders Association of Philadelphia from 1970 to 1971. Fineman received his B.A. degree from the American University School of Government and Public Administration in 1967, and his J.D. degree, with honors, from the George Washington University National Law Center in 1970. Following law school, Fineman clerked for the Honorable J. Sydney Hoffman of the Superior Court of Pennsylvania from 1971 to 1972.
