PRESIDENT CLINTON NAMES JOHN E. NEECE AS A MEMBER OF THE COMMUNITY

ADJUSTMENT AND INVESTMENT PROGRAM ADVISORY COMMITTEE

The President announced today his intent to appoint John E. Neece as a Member of the Community Adjustment and Investment Program Advisory Committee.

Mr. John E. Neece, of Campbell, California, has been serving as Chief Executive Officer of the Santa Clara & San Benito Counties Building and Construction Trades Council (Building Trades Council) since 1979. The Building Trades Council has served the construction industry for decades in Santa Clara County; it currently represents over 24,000 highly trained, skilled construction workers that are affiliated with twenty-eight local unions. The Building Trades Council is responsible for training many of today's skilled construction industry workers. During Mr. Neece's twenty years as Chief Executive Officer, the membership of the Building Trades Council has increased from 14,000 to 24,000. From 1974 to 1979, Mr. Neece was a Business Agent for the Iron Workers Union. Since 1979, Mr. Neece has been an Executive Board Member of the State Building & Construction Trades Council. Mr. Neece has served as Executive Board Member of the South Bay AFL-CIO Labor Council since 1985, and is currently the Council's second Vice-President. Mr. Neece engages in extensive community and charitable activities and also holds leadership positions on various community boards throughout California.

The Community Adjustment and Investment Program Advisory Committee advises the President regarding the implementation of the Community Adjustment and Investment Program established as part of the North American Free Trade Agreement (NAFTA). Such guidance will include guidelines to be established for loans and loan guarantees, needs for adjustment assistance, and investment in support of the goals and objectives of NAFTA.
