PRESIDENT CLINTON NAMES DONALD S. HAYS AS U.S. REPRESENTATIVE TO THE

UNITED NATIONS FOR U.N. MANAGEMENT AND REFORM

The President announced today his intent to nominate Donald Stuart Hays as United States Representative to the United Nations for U.N. Management and Reform, with the rank of Ambassador.

Mr. Donald S. Hays, a resident of Fairfax, Virginia, is a Career Member of the Senior Foreign Service, Class of Minister-Counselor. His current position is Director of Management Policy and Planning for the Department of State. Mr. Hays has twenty-six years of service with the Department of State, serving sixteen years overseas at posts such as Saigon, Dakar, Berlin, Islamabad and Bonn. His most recent service was as Executive Director for the Bureau of European Affairs.

Mr. Hays received a BA with high honors from the University of California, Santa Barbara. He also studied at Georgetown University and Princeton University.
