                      PRESIDENT CLINTON NOMINATES 
         ALLEN R. SNYDER, JAMES M. LYONS, AND JOEL A. PISANO 
                         TO THE FEDERAL BENCH

     The President today nominated Allen R. Snyder to the U.S. Court of

Appeals for the D.C. Circuit, James M. Lyons to the U.S. Court of Appeals for the Tenth Circuit, and Joel A. Pisano to the U.S. District Court for the District of New Jersey.

Allen R. Snyder, of Bethesda, Maryland, has been affiliated with Hogan & Hartson as an associate and then partner since 1972. He received his B.A., with distinction, from George Washington University in 1967 and his J.D., magna cum laude, from Harvard Law School in 1971. Following law school, Snyder served as a law clerk to the Honorable John Marshall Harlan in 1971 and in 1972 to the Honorable William H. Rehnquist at the U.S. Supreme Court.

James M. Lyons, of Littleton, Colorado, has been partner at Rothgerber, Johnson & Lyons LLP since 1974. In addition, Lyons has served as the U.S. Observer to the International Fund for Ireland since 1993 and has been a Special Advisor to the President and Secretary of State for Economic Initiatives in Ireland since 1997. He received his A.B. in 1968 from the College of the Holy Cross and his J.D. in 1971 from DePaul University College of Law.

Joel A. Pisano, of Spring Lake, New Jersey, has been a United States Magistrate Judge in the District of New Jersey since 1991. Prior to taking the bench, Pisano was a partner at Schwartz, Pisano, Simon & Edelstein from 1978 to 1991 and an Assistant Deputy Public Defender in the New Jersey Public Defender's Office from 1974 to 1978. He received his B.A. in 1971 from Lafayette College and his J.D. in 1974 from Seton Hall University School of Law.
