VICE PRESIDENT AL GORE ANNOUNCES CHILD CARE GRANTS TO HELP LOW-INCOME PARENTS ATTEND POSTSECONDONARY EDUCATION
Washington, DC -- Vice President Al Gore today announced $4.9 million to 87 colleges and universities to help more low-income student-parents attend postsecondary education by providing them with campus-based childcare services.
"No parent should have to choose between taking care of their children and furthering their education," Vice President Gore said. "These grants will help us support low-income Americans who want to work hard and get the education and training they need to improve their skills and their chance to build a better future for themselves and their family."
To be eligible to participate in the Child Care Access Means Parents in School Program, schools were required to have given out more than $350,000 in Pell grant funds in fiscal year 1998. The 87 grantees are located in 32 states and Puerto Rico, and include 46 public and three private four-year institutions, and 36 public and two private two-year institutions.
To support the participation of more low-income parents in the postsecondary system, schools and colleges will use their funds to establish or expand childcare programs for infants and toddlers, as well as to provide before and after school services for older children. Grantees are encouraged to leverage local or institutional resources, including cash or in-kind contributions, and to employ a sliding fee scale for students who use the child care facilities and services.
For example:
The Borough of Manhattan Community College (BMCC), a two-year public college in Manhattan, New York, will initiate the Early Childhood Expansion Project to renovate and expand the present facility by adding three fully equipped new classrooms. This grant will enable BMCC to support the participation of an additional 55 low-income student parents in postsecondary education. It will help student parents attend and stay in college, graduate and find jobs they can keep.
Michigan State University in Lansing will use its grant to expand its child development center to include two new services: drop-in and part-time care for children ages two-weeks to 12-years; and, before and after-school care and summer care for children ages 5-12. Some of the services currently offered to student parents include sick child care, emergency well-child care, and free pre-finals care.
The CAMPUS program was created under the Higher Education Act of 1998. These grants are administered by the U.S. Department of Education. These 87 grants are expected to continue for four years.
