STATEMENT BY THE PRESS SECRETARY

National Security Advisor Samuel Berger announced today the appointment of Hans Binnendijk as Special Assistant to the President and Senior Director, Defense Policy and Arms Control, effective August 15, 1999.

Dr. Binnendijk has been Director of the Institute for National Strategic Studies at the National Defense University since 1994. Prior to that he was Principal Deputy Director of the State Department's Policy Planning Staff (1993-1994). He also served as Deputy Staff Director of the Senate Foreign Relations Committee (1980-1985). In academia, he was Director of the Institute for the Study of Diplomacy at Georgetown University and Director of Studies at London's International Institute for Strategic Studies. He has published widely on national security issues.

Dr. Binnendijk is a graduate of the University of Pennsylvania and received his Ph.D. in international relations from the Fletcher School of Law and Diplomacy, Tufts University. He and his wife Mary Locke live in Bethesda, Maryland with their two daughters.
