          PRESIDENT CLINTON NAMES JOSHUA GOTBAUM AS CONTROLLER
                 AT THE OFFICE OF MANAGEMENT AND BUDGET

     The President today announced his intent to nominate Joshua Gotbaum

to serve as Controller at the Office of Management and Budget (OMB).

Mr. Joshua Gotbaum will also continue to serve as Executive Associate Director at OMB, working directly with the Director and other senior OMB management on a range of cross-cutting budget and management issues. Previously in the Clinton Administration, Mr. Gotbaum has served as Assistant Secretary for Economic Policy at the Department of the Treasury and Assistant Secretary of Defense for Economic Security. He also held various positions during the Carter Administration. Prior to joining the Clinton Administration, Mr. Gotbaum was a partner in the New York investment bank, Lazard Freres & Company, where he provided financial advice to corporations, trade unions, and governments.

Mr. Gotbaum received an A.B. degree from Stanford University and graduate degrees from the Kennedy School of Government and Harvard Law School. He was raised in Evanston, Illinois, and New York, and now resides in Washington with his wife and three children.

The Controller at OMB heads the Office of Federal Financial Management, and coordinates the financial management activities of the Federal government, including financial standards, financial systems implementation, producing agency and government wide financial reporting and audit guidance, and integrating budgeting and performance information.
