PRESIDENT CLINTON NAMES ANDREW FISH TO SERVE AS ASSISTANT SECRETARY

FOR CONGRESSIONAL RELATIONS AT THE DEPARTMENT OF AGRICULTURE

The President today announced his intent to nominate Andrew Fish to serve as Assistant Secretary for Congressional Relations at the Department of Agriculture (USDA).

Mr. Andrew Fish of Dummerston, Vermont has been serving as Deputy Chief Counsel to Senator Tom Harkin (D-IA) on the Senate Committee on Agriculture, Nutrition, and Forestry since 1997. As Deputy Chief Counsel, Mr. Fish manages legislation and policy on environmental, natural resources and USDA oversight issues including conservation, water quality, clean air, climate change, biomass energy, and forestry. Mr. Fish previously served on the Senate Committee on Agriculture, Nutrition, and Forestry from 1989 to 1992 as a Professional Staff Member to Senator Patrick Leahy (D-VT), handling domestic food aid, nutrition, and food safety legislation. From 1995 to 1997, Mr. Fish was an Associate with Dow, Lohnes, & Albertson, PLLC, in Washington, D.C. Prior to earning his law degree, Mr. Fish served as a law clerk for the U.S. Court of Federal Claims in Washington, D.C. and in the office of City Attorney in Palo Alto, California. Mr. Fish received his B.A. from Yale and his J.D. from Stanford University.

The Assistant Secretary for Congressional Relations participates fully with the Secretary in planning, formulating, directing, and coordinating the legislative affairs of the Department. The Assistant Secretary also serves as liaison to the Congress and the White House on legislative matters of concern to the Department. The Assistant Secretary shares fully with the Secretary responsibility for planning, organizing, staffing, directing, reviewing, and coordinating the functions and operations of the Office.
