           PRESIDENT CLINTON NAMES GILBERT CASELLAS CO-CHAIR
                       OF CENSUS MONITORING BOARD

     The President today announced his intent to appoint Gilbert F.

Casellas as Co-Chair to the U.S. Census Monitoring Board.

Mr. Gilbert F. Casellas of Chevy Chase, Maryland is currently President and Chief Operating Officer of The Swarthmore Group, Inc., an investment and financial advisory firm. He previously served in the Clinton Administration as Chairman of the U.S. Equal Employment Opportunity Commission and earlier as General Counsel of the United States Air Force. He currently serves on the boards of the University of Pennsylvania, The Prudential Insurance Company of America, The Hispanic Federation of New York City, and the National Constitution Center in Philadelphia. He received his B.A. from Yale University and his J. D. form the University of Pennsylvania Law School. He served a clerkship with the late Judge A. Leon Higginbotham, Jr. of the U.S. Court of Appeals for the Third Circuit and practiced law for over fifteen years with the Philadelphia law firm of Montgomery, McCracken, Walker & Rhoads.

The Census Monitoring Board was created as a bipartisan board to observe and monitor all aspects of the preparation and implementation of the 2000 decennial census. The Board is considered a commission of Congress and transmits interim reports. The first such report was delivered February 1, 1999.
