             PRESIDENT CLINTON NOMINATES FRANK H. McCARTHY
                         TO THE FEDERAL BENCH

     The President today nominated Frank H. McCarthy to be a judge on

the U.S. District Court for the Northern District of Oklahoma.

Judge Frank McCarthy has been a U.S. Magistrate Judge in the Northern District of Oklahoma since 1995. Prior to his appointment as a Magistrate Judge, from 1987 to 1995, Judge McCarthy was a partner in the firm of Barkley, Rodolf, & McCarthy. From 1976 to 1985 he served as an attorney and Deputy Chief in the Tulsa County Public Defenders Office, and from 1985 to 1987 Judge McCarthy was an Assistant United States Attorney in the U.S. Attorney's Office for the Northern District of Oklahoma.

He received his B.S. from the University of Scranton in 1974, and his J.D. from the University of Oklahoma in 1977.
