The following is the text of the citation for the Presidential Medal of Freedom, which the President will present to Helmut Kohl:

     As a teenager at the close of World War II, Helmut Kohl walked home
     across his devastated nation, unaware that he would one day lead a
     Germany that was prosperous, united, and free.  Chancellor for an
     extraordinary 16 years, he championed reunification of his country
     and brought healing to a divided land.  A true world statesman, he
     promoted peace and democracy across the globe and advanced European
     unity, never losing faith in his vision of Germany as a strong
     economic partner among a continent of equals.  Through his singular
     courage and foresight, Helmut Kohl has won America's respect and
     gratitude.
