                  PRESIDENT CLINTON NAMES GARY S. GUZY 
        AS GENERAL COUNSEL AT THE ENVIRONMENTAL PROTECTION AGENCY

The President today announced his intent to nominate Gary S. Guzy to serve as General Counsel at the U.S. Environmental Protection Agency.

Mr. Gary S. Guzy, of Washington, DC, has been Counselor to the Administrator of the Environmental Protection Agency since 1995, where his duties include advising the Administrator on policy and strategic matters, working with the senior management team to establish legislative, regulatory, policy and public relations goals and working with White House policy offices on Administration priority issues. From 1994 to 1995, he served as the Deputy General Counsel at the U.S. Environmental Protection Agency, where he helped manage the agency's legal services, litigation docket and 150 lawyer legal staff. From 1987 to 1993, Mr. Guzy was a Senior Trial Attorney for the Environment & Natural Resources Division in the Environmental Defense Section of the U.S. Department of Justice. Mr. Guzy represented the federal government in major trial and appellate litigation.

Mr. Guzy received his A.B., Magna Cum Laude, from Cornell University and a J.D. from Cornell Law School.

The General Counsel serves as the primary legal advisor to the Administrator of the U.S. Environmental Protection Agency and provides legal service to all of the organizational elements of the Agency with respect to all programs and activities of the Agency. In addition, the General Counsel provides legal opinions, legal counsel, litigation support, and assists in the formulation and administration of the Agency's policies and programs.
