                 PRESIDENT CLINTON NAMES MYRTA K. SALE 
         AS CONTROLLER, OFFICE OF FEDERAL FINANCIAL MANAGEMENT 
                 AT THE OFFICE OF MANAGEMENT AND BUDGET

The President today announced the nomination of Ms. Myrta K. Sale to serve as Controller, Office of Federal Financial Management at the Office of Management and Budget.

Ms. Myrta (Chris) K. Sale, of Bethesda, Maryland, has served as the Chief Operating Officer of the Small Business Administration since l997. There she had overall responsibility for planning, directing, managing and coordinating the programs and operations of the SBA for the Administrator. Under her leadership, the SBA issued its first Annual Performance Plan, designed a management support system to track the execution of agency plans, and developed the SBA response to the year 2000 computer issue on behalf of the small business community. Ms. Sale is currently on detail to the Office of Management and Budget, serving as Director of Management Initiatives. Prior to joining the SBA, Ms. Sale was Deputy Commissioner for the Immigration and Naturalization Service (INS) at the Department of Justice. She also held the positions of Acting Commissioner and Executive Associate Commissioner at INS. Before joining the INS, Ms. Sale held numerous finance positions, including Director of Finance for the Department of Veterans Affairs, Vice President and Treasurer for National Public Radio, Director of the Office of Budget and Management for the State of Ohio and Director of Financial Management for the Peace Corps.

Her service awards include the Presidential Rank Award, the Department of Veterans Affairs Secretary's Exceptional Service Award and the Government Executive Leadership Award presented by the National Capital Area Chapter of the American Society for Public Administration. Ms. Sale is a member of the Board of Directors of the National Partnership for Women and Families and a member of the Board of Trustees of the Cooperative Housing Foundation. A native of Puerto Rico, Ms. Sale holds a B.A. from Boston University and an M.B.A. from American University.

The Office of Management and Budget (OMB) evaluates and formulates management procedures and program objectives within the federal departments and agencies. The Controller heads the Office of Federal Financial Management, and coordinates the financial management activities of the federal government, including financial systems implementation, producing agency and government wide financial reporting and audit guidance, and integrating budgeting and performance information.
