                             PRESIDENT CLINTON 
                NAMES FREDERICK N. FRANK AND GINGER E. LEW 
                   AS MEMBERS OF THE BOARD OF DIRECTORS 
              OF THE CZECH AND SLOVAK AMERICAN ENTERPRISE FUND

The President today announced his intent to appoint Frederick N. Frank and Ginger E. Lew to be Members for the Board of Directors of the Czech and Slovak American Enterprise Fund.

Mr. Frederick N. Frank, of Pittsburgh, Pennsylvania, is currently the Chairman, Chief Executive Officer and founding partner at the law firm of Frank, Bails, Kirk, Murcko & Toal, P.C. He is also a Member of the Panel of Conciliators at the International Centre for the Settlement of Investment Disputes. In this capacity, Mr. Frank facilitates conciliation and arbitration of investment disputes including clarifying issues in an effort to come to a mutually acceptable agreement. Prior to his current position, Mr. Frank served as Solicitor, County Treasurer and Deputy County Treasurer for Allegheny County, Pennsylvania. In addition to his employment experience, Mr. Frank serves in a number of organizations. He has held the positions of Secretary and Vice Chairman, and chaired the World Jewry Task Force for the Jewish Council for Public Affairs. He has also served as Chairman for the Public Parking Authority of Pittsburgh and the Allegheny County Personal Property Tax Review Commission and currently holds a position as Subcommittee Chair for the Joint State Government Commission of Pennsylvania General Assembly. He received his B.A. in History with a minor in French, as well as his J.D. from the University of Pittsburgh.

Ms. Ginger E. Lew, of Arlington, Virginia, currently is the Managing Director and Chief Operating Officer of the Telecommunications Development Fund which invests in small, emerging communications businesses. Prior to her current position, Ms. Lew held two positions within the Administration. From 1996 to 1998, she served as Deputy Administrator at the Small Business Administration where her duties included providing overall oversight and management of the agency's $42 billion loan portfolio. Prior to her position with the SBA, she held the position as General Counsel at the Department of Commerce where she was responsible for the Management of a 375 attorney team and provided legal guidance on a number of agency issues including international trade issues. Ms. Lew has held a number of other positions with the government including U.S. Chair of the NAFTA Alternative Dispute Resolution Committee, the U.S.-China Joint Commission on Commerce and Trade Commercial Law/Rule of Law Committee, the U.S.-South Africa Business Development Committee on Commercial Law, Council of the Administrative Conference of the United States and a Member of the U.S. Delegation to the United Nations Conference on Women in Beijing. Ms. Lew also served as Deputy Assistant Secretary of State for East Asia and the Pacific during the Carter and Reagan Administrations. She received her B.A. with honors in Political Science from UCLA and her J.D. from Boalt Hall School of Law.

The Czech and Slovak American Enterprise Fund serves to encourage the creation and expansion of small and medium-sized business endeavors in the Czech Republic and Slovakia. Created in accordance with the SEED Act of 1989, the Czech and Slovak American Enterprise Fund promotes development in the private sector through loans, grants, equity investments, feasibility studies, technical assistance, training and other measures. Use of these tools enables the Czech and Slovak American Fund to foster the initiation and continued growth of various private enterprises, promote western business expertise and demonstrate to other possible investors the positive aspects of private sector investment in the Czech Republic and Slovakia.
