             PRESIDENT CLINTON NAMES FREDERICK L. FEINSTEIN 
        AS GENERAL COUNSEL OF THE NATIONAL LABOR RELATIONS BOARD

The President today announced the recess appointment of Frederick L. Feinstein to serve as General Counsel of the National Labor Relations Board (NLRB).

Mr. Frederick L. Feinstein, of Takoma Park, Maryland, has served as General Counsel of the NLRB since 1994. From 1977 to 1994, he worked for the House Subcommittee on Labor-Management Relations in a series of positions as Counsel, Staff Director, and Chief Counsel. From 1975 to 1977, he was a field attorney with National Labor Relations Board. From 1990 to 1992, Mr. Feinstein was adjunct professor of law at Georgetown University Law School.

Mr. Feinstein received a B.A. degree from Swarthmore College, and a J.D. degree from Rutgers Law School.

The National Labor Relations Board is an independent agency which administers the nation's principal labor law, the National Labor Relations Act. Since the NLRB cannot function without a General Counsel, this appointment is necessary for the Board to carry out its critical mission to prevent and remedy unfair labor practices committed by private sector employers and unions. The General Counsel has final authority with respect to the investigation of charges and complaints alleging unfair labor practices by employers and unions. The General Counsel oversees 33 regional offices around the country.
