                          PRESIDENT CLINTON 
          NAMES ALBERT S. JACQUEZ TO SERVE AS ADMINISTRATOR 
         OF THE SAINT LAWRENCE SEAWAY DEVELOPMENT CORPORATION 
                 AT THE DEPARTMENT OF TRANSPORTATION

The President today announced his intent to nominate Albert S. Jacquez to serve as Administrator of the Saint Lawrence Seaway Development Corporation at the Department of Transportation.

Mr. Albert S. Jacquez, of Los Angeles, California, currently serves as Chief of Staff for U.S. Representative Esteban E. Torres, where he is responsible for the management, development and implementation of all legislative initiatives for the Congressman. Mr. Jacquez provides oversight and guidance for all Appropriations Committee work, including appropriations for the Department of Transportation. From 1990 to 1992, Mr. Jacquez served as Staff Director of the U.S. House of Representatives Banking Subcommittee on Consumer Affairs and Coinage. Mr. Jacquez has over 15 years of management, finance and transportation policy experience. From 1988 to 1990, he served as the President and CEO of the Latin American Management Association, a Hispanic business trade association. From 1983 to 1988, Mr. Jacquez served in the office of Congressman Torres as a Senior Legislative Assistant where he was responsible for tax, housing, economic development, and small business issues.

Mr. Jacquez received his B.A. from Whittier College and an M.P.A. from the Lyndon B. Johnson School of Public Affairs at the University of Texas at Austin.

The Administrator manages the Saint Lawrence Seaway Development Corporation which is responsible for the development, operation and maintenance the Saint Lawrence Seaway between the port of Montreal and Lake Erie within the territorial limits of the United States. The Administrator also serves as a negotiator handling issues of U.S.- Canadian toll levels, pilotage fees, and planning improvements in the infrastructure. The Saint Lawrence Seaway Corporation's mission is to provide a safe, efficient and effective water artery for maritime commerce both in peacetime and in time of a national emergency.
