                 PRESIDENT CLINTON WILL REQUEST FUNDS 
               TO REBUILD EMBASSIES AND FIGHT TERRORISM
                          September 21, 1998

In the wake of last month's bombings of United States embassies in Africa, President Clinton will ask Congress to provide an additional $1.8 billion in emergency funding to repair the embassy damage, to improve security for American personnel abroad, and to renew and expand the fight against terrorism. The funding will build on the United State's ongoing commitment to protecting American citizens around the world and to combatting terrorism by taking offensive and protective measures.

Funding will be used to rebuild the embassies in Nairobi, Kenya and Dar es Salaam, Tanzania, and to improve securities for other facilities serving American personnel worldwide. In addition, these funds will help strengthen the fight to prevent terrorism, at home and abroad, by supporting the ongoing efforts to disrupt terrorist groups, collect intelligence, and identify terrorists before they strike.

The President will ask that the $1.8 billion in fiscal year 1998 funding be allocated to the Departments of Defense, the Interior, Justice, State, and the Treasury, and International Security Assistance activities. These funds will be used to enhance security, fight terrorism, upgrade U.S. response capabilities and provide disaster related assistance.
