THE PRESIDENT'S PROPOSALS FOR EMERGENCY FUNDING
IN RESPONSE TO THE EMBASSY BOMBINGS IN KENYA AND TANZANIA
September 21, 1998
President Clinton will propose $1.8 billion in additional Federal
funds to respond to the terrorist bombings of the two U.S. Embassies
in Africa.
The President will transmit to Congress an emergency FY 1998
supplemental request since these funds respond to unforseen
extraordinary circumstances.
The request incorporates requirements identified by the Administration
in consultation with the Congress.
The request supports the President's commitment to keep the United
States actively engaged around the world:
maintain U.S. presence in Kenya and Tanzania by rebuilding U.S.
Embassies;
support our continued presence and engagement elsewhere overseas;
and
increase efforts to fight and counter against terrorism.
The $1.8 billion request includes several major components:
Enhance Security
Rebuild 2 U.S. Embassies in Africa
Upgrade overseas security world-wide
New security review panel
Fight Terrorism
Increase protective operations
Increase anti-terrorism and counter-terrorism efforts
Upgrade U.S. Response Capabilities
FBI response teams and equipment
Reimburse agency support costs
Provide Disaster Related Assistance
Assistance for Kenya and Tanzania
