STATEMENT BY THE PRESS SECRETARY

National Security Advisor Samuel R. Berger announced today the appointment of David C. Leavy as Special Assistant to the President, Deputy Press Secretary, and Senior Director for Public Affairs for the National Security Council. He succeeds Anne R. Luzzatto.

Mr. Leavy previously served as Director of Communications in the NSC's Office of Strategic Planning. In this position, he developed message, themes and media strategy in support of the President's foreign policy. He also prepared the National Security Advisor for interviews and press briefings, provided press support during the President's foreign travel, and managed outreach campaigns designed to build public understanding and support for the Administration's foreign policy.

Prior to joining the staff of the National Security Council, Mr. Leavy served as Director of Communications at the Department of State and as Special Assistant to White House Press Secretary Dee Dee Myers.

As Senior Director for Public Affairs, Mr. Leavy will serve as the National Security Council's primary spokesman on foreign affairs issues. He will also coordinate press appearances by the National Security Advisor and manage all aspects of the NSC's press operations.

A native of Westport, Connecticut, Mr. Leavy earned a Bachelor's degree in Government at Colby College.
