              THE PRESIDENT NOMINATES FRANCIS M. ALLEGRA 
          AND LEGROME D. DAVIS TO SERVE ON THE FEDERAL BENCH

The President today nominated Francis M. Allegra to serve as a Judge on the United States Court of Federal Claims, for a term of fifteen years and Legrome D. Davis to serve as a United States District Judge for the Eastern District of Pennsylvania.

Francis M. Allegra, U.S. Court of Federal Claims

Francis Allegra, of Vienna, Virginia, earned his undergraduate degree in 1978, from Borromeo College of Ohio, and his law degree in 1981, from Cleveland State University. Following law school, Mr. Allegra served as a law clerk on the Court of Claims for Chief Trial Judge Philip R. Miller from 1981-82, and then as an associate with the Cleveland, Ohio law firm of Squire, Sanders & Dempsey from 1982-84. From 1984 to 1994, Mr. Allegra served in the Tax Division of the United States Department of Justice, first as a Trial Attorney, then as Special Assistant to the Assistant Attorney General, and finally, as Counselor to the Assistant Attorney General. Since 1994, he has worked in the Associate Attorney General's Office, first as Counselor to the Associate Attorney General and then as Deputy Associate Attorney General. In addition, since 1997, Mr. Allegra has served as an Adjunct Professor of Law at the University of Maryland School of Law.

Legrome D. Davis, U.S. District Court, Eastern District of Pennsylvania

Judge Legrome Davis, of Philadelphia, Pennsylvania, received his undergraduate degree in 1973, from Princeton University, and his law degree in 1976, from Rutgers Camden School of Law. Following law school, Judge Davis served as an Assistant District Attorney with the Philadelphia District Attorney's Office from 1977-1980, and then as an attorney with the Pennsylvania Crime Commission from 1980-1981. In 1981, Judge Davis returned to the Philadelphia District Attorney's Office and served as Assistant Deputy District Attorney until 1987. In 1987, Judge Davis served first as an attorney with the office of General Counsel for the University of Pennsylvania, and then as an associate with the law firm of Ballard, Spahr, Andrews & Ingersoll. Since 1987, Judge Davis has served on the Court of Common Pleas for the First Judicial District of Pennsylvania.
