                     AS UNDER SECRETARY OF THE ARMY

The President today announced his intent to nominate Bernard Rostker to be Under Secretary of the Army.

Dr. Bernard Rostker, of Great Falls, Virginia, has served as the Assistant Secretary of the Navy for Manpower & Reserve Affairs since October 7, 1994. He is also currently serving and will continue to serve as the Special Assistant to the Secretary of Defense for Gulf War Illnesses. From 1984 to 1994, Dr. Rostker worked for the RAND Corporation, as Deputy Director of the Army studies and analysis center and then as Director of the Defense Manpower Research Center. From 1983 to 1984, he worked for Systems Research and Applications Corporation (SRA). From 1981 to 1983, he was with the Center for Naval Analyses, after serving as the Director of Selective Service from 1979 to 1981. From 1977 to 1979, he was Principal Deputy Assistant Secretary of the Navy for Manpower and Reserve Affairs, after working for RAND from 1970 to 1977. From 1966 to 1970, he served as an economist in the Manpower Requirements Directorate of the Office of the Assistant Secretary of Defense for Systems Analysis.

Dr. Rostker received his B.S. in Education and Economics from New York University in 1964, and his MS and Ph.D. in Economics from Syracuse University in 1966 and 1970.

The Under Secretary of the Army is the second highest ranking civilian in the Department of the Army. He serves as the principal advisor and deputy to the Secretary of the Army.
