                  STATEMENT OF VICE PRESIDENT GORE ON
                     EXEMPTING AGRICULTURE CREDITS 
                   FROM THE INDIA-PAKISTAN SANCTIONS

I am very pleased that the Senate voted yesterday to exempt agriculture credits from the nuclear sanctions imposed on Pakistan and India.

This action allows us to send a strong message abroad, without ignoring the real needs of those here at home. Put simply, yesterday's action by the Senate ensures that the American people will not be the ones hurt by our own sanctions. In fact, we need more agricultural exports. Further, both the President and I feel that in implementing sanctions we must never forget their humanitarian impact. Whenever possible, basics, like food and medicine, should not be withheld.

I urge the House to follow the Senate's lead and pass legislation that gives the United States of America the flexibility we need to protect our domestic interests, without harming our foreign interests.
