STATEMENT BY THE PRESS SECRETARY

National Security Advisor Samuel R. Berger announced today the appointment of Carlos E. Pascual as Special Assistant to the President and Senior Director for Russian, Ukrainian and Eurasian Affairs at the National Security Council. He will succeed William H. Courtney.

Mr. Pascual, a career Foreign Service Officer with the U.S. Agency for International Development (USAID), joined the NSC in June 1995, as Director for Russian, Ukrainian and Eurasian Affairs. He has been responsible for economic policy affecting the countries of the former Soviet Union and the country portfolios for Ukraine, Moldova and Belarus. Prior to that assignment, Mr. Pascual was Deputy Assistant Administrator of the Bureau for Europe and the New Independent States at USAID, where he oversaw budget, policy and strategy formulation for USAID's annual programs of $1.2 billion for the region. Mr. Pascual joined the foreign service in 1983 and has served in Sudan, South Africa and Mozambique.

A native of Cuba and a current resident of Washington, D.C., Mr. Pascual received his Bachelor of Arts from Stanford University and a Masters of Public Policy from the John F. Kennedy School of Government at Harvard University. Mr. Pascual is married to Aileen Marshall, a Senior Advisor at the Global Coalition for Africa.
