               PRESIDENT CLINTON NAMES RUBY BUTLER DeMESME 
               AS ASSISTANT SECRETARY OF THE AIR FORCE FOR 
         MANPOWER, RESERVE AFFAIRS, INSTALLATIONS AND ENVIRONMENT

The President today announced his intent to nominate Ruby Butler DeMesme as Assistant Secretary of the Air Force for Manpower, Reserve Affairs, Installations and Environment.

Ms. Ruby DeMesme, of Oakton, Virginia, is currently the Deputy Assistant Secretary of the Air Force for Force Management and Personnel, where she has served since May of 1994, and in an acting capacity since February of 1993. From November 1991 to February 1993, she was Assistant Deputy Assistant Secretary of the Air Force for Health Affairs, and Morale, Welfare, Recreation and Services Program. From 1980 to 1991, she served in a variety of personnel related positions with the Department of the Army, except from January 1989 to April 1990, when she was an OPM Congressional Fellow serving in Senator Glenn's Office. From 1969 to 1980, she was an executive administrator for the Cumberland County Department of Social Services in Fayetteville, North Carolina.

Ms. DeMesme received her B.A. magna cum laude from St. Augustine's College in Raleigh, NC in 1969, and her M.S.W. in social work from the University of North Carolina at Chapel Hill.

The Assistant Secretary of the Air Force for Manpower, Reserve Affairs, Installations and Environment is responsible for the management and policy of all matters pertaining to the formulation, review and execution of plans and programs for Air Force military and civilian personnel, Reserve and Guard forces, installations and environment. In this capacity, this office handles issues of recruiting and retention, issues surrounding base closures and the BRAC process, civilian personnel issues, military personnel issues and force structure.
