PRESIDENT CLINTON NAMES CHARLES F. KARTMAN FOR RANK OF AMBASSADOR The President today announced his intent to nominate Charles F.
Kartman for a Rank of Ambassador during his tenure of service as Special Envoy for the Korean Peace Talks.
Mr. Charles Kartman, of Fairfax, Virginia, is a Career Member of the Senior Foreign Service, Class of Minister-Counselor. He most recently served as Deputy Assistant Secretary of State for East Asian and Pacific Affairs, in which capacity he has been the deputy to the negotiator in the Korean Peace Talks. A long time specialist on Northeast Asia, Mr. Kartman has served in Korea and Japan in a variety of positions, including Deputy Chief of Mission in Seoul from 1993 to 1996.
Mr. Kartman is a graduate of Knox College in Galesburg, Illinois, and Georgetown University's Graduate School of the Foreign Service in Washington, D.C.
