                   STATEMENT OF VICE PRESIDENT GORE 
             ON SENATE CAMPAIGN FINANCE REFORM LEGISLATION

For many years, I have proposed to reform our campaign finance system by providing free or reduced TV time in order to cut the ever-rising costs of campaigns. I recently kicked off the first meeting of the Advisory Committee on Public Interest Obligations of Digital Television Broadcasters, which will report back to me on proposals for providing such free or reduced air time. Now, the Senate opponents of campaign finance reform are using the legislative process to not only block free or reduced air time but overall reform as well. This is exactly the wrong direction for the Senate to go.
