Today, the President transmitted a number of supplemental and
rescission requests to the Congress. These requests will not increase
the FY 1998 budget totals. The increased funding requested is offset
by transfers of existing resources, increased available receipts, or
rescissions proposed to existing programs. These requests include:
Transfer authority to permit the Department of the Treasury to
reallocate up to $250 million in existing resources to address
the Year 2000 computer conversion problem.
Transfer authority to permit NASA to reallocate $173 million in
existing resources to fund the International Space Station.
$3.7 million in emergency funding to repair damage caused by
Typhoon Paka to the Guam National Wildlife Refuge.
$12 million to improve the management of hazardous chemicals and
radioactive liquid waste at the Hanford site in Washington.
$5.4 million to pay for the costs of the TWA Flight 800 crash
investigation.
24 rescission proposals totaling $20 million affecting programs
of the Departments of Agriculture, the Interior, and
Transportation.
