                 PRESIDENT CLINTON NAMES CARL S. WHILLOCK 
                       AND DR. I. MILEY GONZALEZ AS 
                 MEMBERS OF THE RURAL TELEPHONE BANK BOARD

The President today announced his intent to appoint Carl S. Whillock and Dr. I. Miley Gonzalez as Members of the Rural Telephone Bank Board.

Carl S. Whillock, of Little Rock, Arkansas, presently serves as Special Assistant to the President for Agriculture and Trade, and White House Liaison at the U.S. Department of Agriculture. Before joining the U.S. Department of Agriculture, Mr. Whillock was the President of the Arkansas Electric Cooperatives Incorporated as well as President of the Electric Research & Manufacturing Cooperative, Inc. He served as President of Arkansas State University in Jonesboro, Arkansas from 1978 to 1980. Mr. Whillock received a B.S. and an M.A. from the University of Arkansas, and a J.D. from George Washington University.

Dr. I. Miley Gonzalez, of Las Cruces, New Mexico, presently serves as Under Secretary for Research, Education, and Economics at the U.S. Department of Agriculture. Prior to joining the Administration, he served as Associate Dean and Director for Academic Programs in the College of Agriculture and Home Economics, Assistant Dean and Deputy Director of the Cooperative Extension Service, and Professor and Head of the Department of Agricultural and Extension Education, at New Mexico State University. Before joining the faculty at New Mexico State University, Dr. Gonzalez was an Assistant Director of International Agriculture Programs in the College of Agriculture at Iowa State University. Dr. Gonzalez received a B.S. and an M.S. from the University of Arizona, and a Ph.D. from Pennsylvania State University in Agricultural and Extension Education.

The Rural Telephone Bank Board is the principal source of financing for rural telephone utilities, approving millions in loans annually. In many rural communities, communications services supported by the Rural Telephone Bank Board will be instrumental in linking rural communities to the information super highway.
