                           PRESIDENT CLINTON 
          NAMES THOMAS L. SOTO AS MEMBER OF THE BOARD OF DIRECTORS 
             OF THE BORDER ENVIRONMENTAL COOPERATION COMMISSION

The President today announced his intent to appoint Thomas L. Soto to serve as a Member of the Board of Directors of the Border Environment Cooperation Commission (BECC).

Mr. Thomas L. Soto, of Santa Monica, California, is the President and CEO of PS Enterprises (PSE), a policy and public affairs company that teaches the public how to protect the environment and improve urban quality of life. Mr. Soto also serves as a Board Member on the Coalition for Clean Air and the California State League of Conservation Voters. For the last three years, Mr. Soto has served as a Member of the BECC Advisory Council.

Mr. Soto received his B.A. in political science from UCLA and attended the California Polytechnic University in Pomona, California.

The Border Environmental Cooperation Commission was established under the North American Free Trade Agreement to assist border states and local communities in coordinating, designing and financing environmental infrastructure projects with cross-border impact. The BECC, an independent international organization, works with the North American Development Bank (NADbank) in the development and certification of environmental infrastructure projects along the border which will work to promote sustainable development and contribute to a higher quality of life for the citizens of both Mexico and the United States.
