            PRESIDENT CLINTON NAMES MARY BETH WEST FOR RANK 
          OF AMBASSADOR AS DEPUTY ASSISTANT SECRETARY OF STATE 
                         FOR OCEANS AND SPACE

The President today announced his intent to nominate Mary Beth West for Rank of Ambassador as Deputy Assistant Secretary of State for Oceans and Space.

Ms. West, of the District of Columbia, is an international lawyer. She served in the Office of the Legal Adviser at the Department of State, where she handled oceans and fisheries, international trade, international claims, European affairs and legislative affairs. Her prior service at the National Oceanic and Atmospheric Administration in the Department of Commerce involved negotiation of fisheries and oceans matters. In addition, Ms. West served as a visiting Professor of Law at the University of New Mexico School of Law.

Ms. West received a B.A. with Honors from the University of Michigan in 1966, Phi Beta Kappa, and a J.D. from Stanford University Law School in 1972.

The Deputy Assistant Secretary for Oceans and Space leads U.S. delegations negotiating international treaties and agreements concerning fisheries management, marine pollution, maritime boundaries and other ocean issues, and matters concerning outer space.
