                PRESIDENT CLINTON NAMES WILLIAM J. LYNN, III 
                       AS UNDER SECRETARY OF DEFENSE, 
                  COMPTROLLER AT THE DEPARTMENT OF DEFENSE

The President today announced his intent to nominate William J. Lynn, III to be Under Secretary of Defense, Comptroller.

Mr. Lynn, of Arlington, Virginia, has been Director for Program Analysis and Evaluation in the Office of the Secretary of Defense since 1993. Prior to that, Mr. Lynn was on the staff of Senator Edward M. Kennedy of Massachusetts, as the legislative counsel for defense arms control matters and served as the Senator's representative on the Senate Armed Services Committee. He came to the Senate staff in 1987 from the National Defense University, where he specialized in strategic nuclear forces and arms control issues as a Senior Fellow at the Strategic Concepts Development Center. He also was on the professional staff of the Institute for Defense Analyses; and from 1982 to 1985, he served as the Executive Director of the Defense Organization Project at the Center for Strategic and International Studies (CSIS).

Mr. Lynn received a B.A. from Dartmouth College in 1976, a J.D. from Cornell Law School in 1980, and a Masters in Public Affairs from the Woodrow Wilson School at Princeton University in 1982.

The Under Secretary of Defense, Comptroller is the principal advisor and assistant to the Secretary and the Deputy Secretary of Defense for budgetary and fiscal matters and is the Chief Financial Officer of the Department of Defense.
