               PRESIDENT CLINTON NAMES DAVID TIMOTHY JOHNSON 
                TO HEAD THE UNITED STATES DELEGATION TO THE 
            ORGANIZATION ON SECURITY AND COOPERATION IN EUROPE

President Clinton today announced his intent to nominate David Timothy Johnson, a Senior Foreign Service officer, to be the Head of the United States Delegation to the Organization on Security and Cooperation in Europe, with the rank of Ambassador. The OSCE is headquartered in Vienna.

Mr. Johnson, of Georgia, has been in the Foreign Service since 1977. He most recently served as Deputy Press Secretary for Foreign Affairs at the White House and Spokesman for the National Security Council from 1995 to 1997. Previously, Mr. Johnson was Deputy Spokesman at the State Department and from 1993 to 1995, Director of the State Department's Press Office. Mr. Johnson served as United States Consul General in Vancouver, from 1990 to 1993; Deputy Director of the State Department Operations Center, from 1987 to 1989; and as a member of the United States Delegation to the Vienna Follow-up Meeting of the Conference on Security and Cooperation in Europe, from 1986 to 1987. He has worked in the Department of State on European Security issues and as desk officer for Berlin, Austria, and Switzerland. Mr. Johnson has also served as an economic officer at the United States Embassy in Berlin, 1981 to 1983, and as Vice Consul at the United States Consulate General in Ciudad Juarez, 1978 to 1979. Before joining the Foreign Service, Mr. Johnson was an Assistant National Trust Examiner with the Treasury Department's Office of the Comptroller of the Currency. Mr. Johnson has received the State Department's Superior Honor Award on three occasions.

Mr. Johnson earned a B.A. in Economics from Emory University in 1976. He attended Canada's National Defence College in 1989-90. Mr. Johnson speaks German. He is married to Scarlett M. Swan and has three children: Carrie, Rachel, and Andrew.
