                PRESIDENT CLINTON NAMES JO ANN JAY HOWARD 
            AS ADMINISTRATOR FEDERAL INSURANCE ADMINISTRATION 
                   FEDERAL EMERGENCY MANAGEMENT AGENCY 

President Clinton today announced the nomination of Jo Ann Jay Howard as Administrator of the Federal Insurance Administration at the Federal Emergency Management Agency.

Ms. Howard, of Texas, has served as a liquidator/receiver for insolvent insurance companies in the State of Texas. Previously, Ms. Howard was an Associate in the Texas law firm of Clark, Thomas, Winters, & Newton from 1991 to 1993. She served as one of three members of the Texas State Board of Insurance from 1989 to 1991, and during her tenure she was an active member of the National Association of Insurance Commissioners. Ms. Howard also served on the Governor's Task Force for Women and Minorities. Ms. Howard holds a B.S. from Abilene Christian University, an M.A. from East Texas State University, and a J.D. from the University of Texas at Austin.

The Federal Insurance Administration directs the programs that provide consumer-oriented insurance to people in communities participating in the National Flood Insurance Program. The Administrator organizes the National Flood Insurance Program with other Federal Agencies on all matters relating to flood insurance. The Administrator also coordinates with the emergency management community, the insurance industry and its related associations, the lending industry, and the homebuilding and real estate industries on flood insurance issues.
