                     PRESIDENT NAMES TERRY D. GARCIA 
               ASSISTANT SECRETARY, OCEANS AND ATMOSPHERE, 
            NATIONAL OCEANIC AND ATMOSPHERIC ADMINISTRATION, 
                       U.S. DEPARTMENT OF COMMERCE

The President today announced his intent to nominate Terry D. Garcia Assistant Secretary for Oceans and Atmosphere, National Oceanic and Atmospheric Administration (NOAA) for the Department of Commerce.

Mr. Garcia of Los Angeles, California, is currently serving as a Senior Advisor to the Under Secretary for NOAA and was previously NOAA?s General Counsel. He has extensive experience in the financial and business world. Before joining NOAA, Mr. Garcia was a partner in the law firm of Manatt, Phelps & Phillips in Los Angeles. There he represented financial institutions in all aspects of their operations, including federal and state regulatory and legislative issues, corporate and securities matters, mergers and acquisitions, and enforcement and administrative proceedings. Mr. Garcia was previously a partner at Hughes Hubbard & Reed in Los Angeles, and chairman of the firm's West Coast Financial Services Group. His background includes legislative experience in Washington, D.C., where he worked as Legislative Consultant for the International Development Cooperative Agency, Legislative Representative for New Directions, and Research Director of the United Nations Associations. In addition, Mr. Garcia served as Counsel to the California Democratic Party, Assistant General Counsel to the California Mondale for President Committee, and General Counsel to the Americans with California Hart Presidential Committee. He holds a B.A. in International Relations from American University and a J.D., with honors, from George Washington University.

Mr. Garcia will serve at NOAA, overseeing its five agencies: National Weather Service; National Marine Fisheries Service; National Ocean Service; National Environmental Satellite, Data, and Information Service; and Office of Oceanic and Atmospheric Research.
