                     PRESIDENT NAMES W. SCOTT GOULD
                 CHIEF FINANCIAL OFFICER AND ASSISTANT

SECRETARY FOR ADMINISTRATION AT THE U.S. DEPARTMENT OF COMMERCE

The President today announced his intent to nominate W. Scott Gould for the position of Chief Financial Officer and Assistant Secretary for Administration for the Department of Commerce.

Scott Gould of Topsfield, Massachusetts, comes to the Department with strong experience and background in administration and finance. Previously, Mr. Gould served as the Deputy Assistant Secretary of the Treasury in Departmental Finance and Management where he oversaw a $10.5 billion budget, and was instrumental in downsizing the Department's 11 bureaus and workforce of 165,000. From 1993 to 1994, Mr. Gould served as a White House Fellow. As Special Assistant to the Chairman of the Export-Import Bank, Mr. Gould conducted a diagnostic review of their reinventing government effort. Previously, Mr. Gould was appointed by the Governor of Massachusetts to assist in the financial operations of the city of Chelsea serving as Assistant Receiver and Director of Operations. Formerly, Mr. Gould was Managing Associate at Theodore Barry and Associates, a management consulting firm based in New York. Mr. Gould also served as an active duty officer in the United States Navy for eight years. He holds an A.B. degree in philosophy from Cornell University, an MBA degree from the University of Rochester and an Ed.D. degree in Administration and Finance from the University of Rochester.

Mr. Gould will serve as the principal advisor to the Secretary of Commerce on matters of administration, management, finance and procurement. He will be responsible for developing and issuing policies, standards, and procedures from administrative and management functions throughout the Department. Mr. Gould also will oversee the development and implementation of personnel management policies and programs of the Department, including the direction, administration, and processing of all matters involving personnel, payroll, and occupational safety and health.
