                    SPECIAL COUNSEL TO THE PRESIDENT

                           November 27, 1996

The White House has no expectation that Independent Counsel Kenneth Starr will take any action against present or former White House officials. I do not believe he has any basis whatsoever for any such action. I made no such statements to USA Today. The statements attributed to me in USA Today were taken out of context. As a result USA Today has published a grossly misleading story. My statements were in response to the reporter's stated expectation that the Independent Counsel would seek indictments by the end of the year. I observed that the Independent Counsel was unlikely to reach any conclusions before February. I did not say that I expected his conclusions to include indictments. Again, I do not have any such expectation.
