STATEMENT BY THE PRESS SECRETARY

National Security Adviser Anthony Lake today announced the appointment of Gary Samore as Special Assistant to the President and Senior Director for Nonproliferation and Export Controls at the National Security Council. In 1995, he had been appointed Director for Nonproliferation and Export Controls at the National Security Council.

From 1987 to 1995, Mr. Samore held various positions at the Department of State where he worked on nuclear nonproliferation. Most recently, he served as Deputy to the Ambassador at Large, Robert Gallucci. In this capacity, he led U.S. delegations to many expert-level talks with North Korea and was involved in the negotiation and implementation of the U.S.-DPRK Agreed Framework of October 21, 1994, and the negotiation of the light water reactor supply agreement between North Korea and the Korean Peninsula Energy Development Organization (KEDO) in December, 1995. He also served as Director of the Office of Regional Nonproliferation Affairs and as Special Assistant to the Ambassador-at-Large for Nonproliferation and Nuclear Energy Affairs.

Prior to joining the State Department, Mr. Samore worked at Lawrence Livermore National Laboratory from 1984 to 1987. He was a National Science Foundation Fellow at Harvard University, where he received his Ph.D. in Government in 1984.
