     PRESIDENT CLINTON NAMES REAR ADMIRAL R.M. MITCHELL, JR. TO THE 
      COMMITTEE FOR PURCHASE FROM PEOPLE WHO ARE BLIND OR SEVERELY 
                                DISABLED

The President today announced his intent to appoint Rear Admiral R.M. Mitchell, Jr. to the Committee for Purchase from People Who are Blind or Severely Disabled.

Rear Admiral R.M. Mitchell, Jr. of Washington, New Jersey, is Commander of the Naval Supply Systems Command, located in Mechanicsburg, Pennsylvania. He served as Commanding Officer of the Ships Parts Control Center, also in Mechanicsburg, from 1992 to 1995. Rear Admiral Mitchell graduated from the U.S. Naval Academy in 1966. He is a graduate of Harvard University's Advanced Management Program and earned an M.B.A. and an M.S. degree from the University of Pennsylvania. His decorations include the Defense Superior Service Medal, two Navy Commendation medals and various personal and command awards.

The Committee for Purchase from People Who are Blind or Severely Disabled was established for the purpose of determining which federal contracts should be set aside for non-profit agencies employing people with severe disabilities. The Committee is also responsible for determining the fair market price of suitable products manufactured by such organizations.
