                   PRESIDENT CLINTON NAMES MEMBERS TO 
                       THE BOARD OF GOVERNORS OF 
              THE UNITED SERVICE ORGANIZATION, INC. (USO)

     The President today announced his intent to appoint Melvin E.

Clark, Jr., of Washington, D.C., and Kathleen Elizabeth Willey of Midlothian, Virginia, to be members of the United Service Organization, Inc. (USO) Board of Governors.

Mr. Clark is President and Chief Executive Officer of Metroplex, the largest minority railroad construction contractor in the nation. He previously served as an Associate Attorney with Klett, Lieber, Rooney & Schorling, a Pennsylvania law firm. Mr. Clark served four years as an attorney in the Tax Division of the United States Department of Justice. He was previously appointed by President Clinton as a Director of the Pennsylvania Avenue Development Corporation. He is currently a member of the National Advisory Council of the Small Business Administration and the Washington-Baltimore Chapter of the Young Presidents Organization, Inc.

Ms. Willey previously served during the Clinton Administration in the Office of White House Counsel and in the White House Social Office. Her experience in serving the public and her community include providing community services to senior citizens through the Meals on Wheels program and participating in the development of fundraising plans for the American Red Cross, Richmond Chapter. Ms. Willey also participated in improvement activities at Trinity Episcopal School.

The United Service Organization, Inc. (USO) is a voluntary civilian organization created to serve a variety of needs of the members of the Armed Forces and their families and to contribute to the maintenance of military morale. The USO Board of Governors is responsible for overseeing the staff's management of the USO's affairs and its property.
